Public contracts signed by Iberoamerican public administrations for the procurement, deployment, or consultancy of generative AI systems, verified against official publication on procurement platforms. Diálogo Ciudadano logs each contract with its official identifier, buyer, amount, scope, and source URL. Three Ibero-American generative-AI public contracts with verified official publication open an incipient registry. All three are from the Madrid Region, partly funded by NextGenerationEU funds: the documentary trail exists, but is still scarce.

Generative artificial intelligence is already entering Ibero-American public procurement, but documenting it rigorously is hard because the official trail is still thin. This tracker gathers only contracts with verifiable official publication —on venues like TED— and so far there are three, all from the Madrid Region: an AI centre of excellence, a strategic consultancy and generative-AI training for civil servants.

The relevant detail is the funding: at least one relies on NextGenerationEU funds, which connects Spanish regional spending to the European recovery plan. Three contracts are too few to draw conclusions, and that scarcity is itself the finding: generative AI is bought more than its public documentary trail allows to verify. The tracker will grow as more administrations publish their awards.

Methodology note

Only contracts with verifiable official publication (TED identifier, CPV or equivalent) are recorded, with buyer, object and funding source where available. The absence of more cases reflects transparency limits, not activity limits. Assessments are attributed to the cited official sources, never to this outlet.
